Hide error on mDNS registration failure and print warning in flutter attach (#166782)
Publishing an mDNS service stopped working on macOS 15.4 for the iOS
Simulator. `DNSServiceRegister` always returns a callback with error
code `kDNSServiceErr_PolicyDenied`, as if the user had rejected the
permissions popup (except no popup is ever shown). mDNS is used to
discover the Dart VM when running `flutter attach`.

This PR does not display the error message when `DNSServiceRegister`
fails for iOS Simulators. Instead, it prints a warning if `flutter
attach` takes too long with instructions to either use `--debug-url` or
to run `flutter attach` before running the app.

If `DNSServiceRegister` works again in a future macOS update, mDNS will
continue to work the way it did previously.

Workaround for https://github.com/flutter/flutter/issues/166333.

[flutter_tool] Handle RPCErrorKind.kConnectionDisposed (#164299)
There's currently a lot of code that handles RPC Errors that contain the
text "Service connection disposed" because the error originally did not
have a unique error code.

A new error code was added in
https://dart-review.googlesource.com/c/sdk/+/381501 but it's not
currently used because it won't be caught by existing code.

This change updates all places that check for this text, and now also
handle the new error code in preperation for the code changing in
future.

Align web terminal messages with the VM (#163268)
- Adds better instructions for hot reload (if using the right flags),
hot restart, quitting, clearing, and more. These were already being
printed when using the VM, so this aligns with that.
- Adds an extra parameter for `CommandHelp` to `ResidentRunner` so
`ResidentWebRunner` can pass a version of it that uses its separate
logger and not `globals`. In order to support this, classes up the stack
also provide a `Terminal`, `Platform`, and `OutputPreferences`.
- Fixes up use of `globals` from an earlier change to implement hot
reload to use the logger instead. Same with `globals.platform`.
- Adds tests to check that only hot restart is printed when not using
the extra front-end flags, and both hot restart and hot reload is
printed when you are.

remove more (simple) usage of package:usage (#162354)
Towards https://github.com/flutter/flutter/issues/150575.

Tries to remove as much `Usage` as possible while avoiding more
complicated bits that require more scrutiny to make sure we aren't
losing test coverage or otherwise regressing. Said another way, almost
the entire diff is just deleting code to send GA3 events, and the
corresponding GA4 code can be found right next to it—making it easy to
verify we aren't losing events/tests.

Remove "Mac Designed for iPad" as a discoverable flutter run device (#161459)
It's confusing that the "Mac Designed for iPad" device is discoverabe
for `flutter run`, but if you select it then it complains that's not a
runnable target. It currently only works for `flutter attach`.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

[native assets] Create NativeAssetsManifest.json instead of kernel embedding (#159322)
This PR introduces a `NativeAssetsManifest.json` next to the
`AssetManifest.bin` and `FontManifest.json`. This removes the need for
embedding the native assets mapping inside the kernel file and enables
decoupling native assets building and bundling from the kernel
compilation in flutter tools. This means `flutter run` no longer does a
dry run of `hook/build.dart` hooks.

(It also means all isolate groups will have the same native assets.
However, since Flutter does not support `Isolate.spawnUri` from kernel
files, this is not a regression.)

Implementation details:

* g3 is still using kernel embedding.
https://github.com/flutter/flutter/pull/142016 introduced an argument to
embed a `native_assets.yaml` inside `flutter attach` and `flutter run`
(the outer flutter process), but it is not used in `flutter assemble`
(the inner process when doing `flutter run`). So, those arguments need
to still be respected. However, all other logic related to embedding a
yaml encoding in the kernel file has been removed.
* All dry-run logic has been removed. 🎉 
* The `KernelSnapshot` target no longer depends on the
`InstallCodeAssets` target. Instead, the various OS-specific
"BundleAsset" targets now depend on the `InstallCodeAssets` target. The
`InstallCodeAssets` invokes the build hooks and produces the
`NativeAssetsManifest.json`. The various "BundleAsset" commands
synchronize the `NativeAssetsManifest.json` to the app bundle.
* `InstallCodeAssets` produces a `native_assets.json`, which is renamed
to `NativeAssetsManifest.json` in the various "Bundle" targets. This
means that all unit tests of the "Bundle" targets now need to create
this file. (Similar to how `app.dill` is expected to exist because
`KernelSnapshot` is a dependency of the "Bundle" targets.)
* Because dynamic libraries need to be code signed (at least on iOS and
MacOS), the bundling of the dylibs is _not_ migrated to reuse
`_updateDevFS` (which is used for ordinary assets). Only the 2nd and 3rd
invocation of `flutter assemble` from `xcodebuild` has access to the
code signing identity.

Relevant tests:

* test/integration.shard/isolated/native_assets_test.dart - runs
`flutter run` with native assets including hot restart and hot reload.

Move explicit package dependencies to a feature flag (#158016)
Closes https://github.com/flutter/flutter/issues/158012.

This is (effectively) a user-facing NOP, which is exchanging an
on-by-default command-line argument (`--implicit-pubspec-resolution`)
for an off-by-default global feature flag
(`explicit-package-dependencies`). It matches the mental model better,
is less painstaking to maintain and feed throughout, and will be easier
to globally flip on/off in a future PR.

Add and plumb useImplicitPubspecResolution across flutter_tools. (#157879)
Work towards https://github.com/flutter/flutter/issues/157819. **No behavior changes as a result of this PR**.

Based on a proof of concept by @jonahwilliams (https://github.com/flutter/flutter/pull/157818).

The existence of this flag (which for the time being, defaults to `true`) implies the following:

1. The (legacy, deprecated) `.flutter-plugins` file is not generated:
    https://docs.flutter.dev/release/breaking-changes/flutter-plugins-configuration
    
2. The (legacy, deprecated) `package:flutter_gen` is not synthetically generated:
    https://github.com/flutter/website/pull/11343
    (awaiting website approvers, but owners approve this change)

This change creates `useImplicitPubspecResolution` and plumbs it through as a required variable, parsing it from a `FlutterCommand.globalResults` where able. In tests, I've defaulted the value to `true` 100% of the time - except for places where the value itself is acted on directly, in which case there are true and false test-cases (e.g. localization and i10n based classes and functions).

I'm not extremely happy this needed to change 50+ files, but is sort of a result of how inter-connected many of the elements of the tools are. I believe keeping this as an explicit (flagged) argument will be our best way to ensure the default behavior changes consistently and that tests are running as expected.

Handle "Service connection disposed" error from VmService disconnecting while requests are outstanding (#153714)
Fixes umbrella issue https://github.com/flutter/flutter/issues/153471, including its children: https://github.com/flutter/flutter/issues/153472, https://github.com/flutter/flutter/issues/153473, and https://github.com/flutter/flutter/issues/153474.

The VM service can be disposed at any time during requests (e.g. the user closes the app or stops debugging in VSCode)[^1]. a479f91e80 and a7d8707a59 updated package:vm_service to throw new `RPCError`s when the service disconnects while requests are inflight. Therefore, we need to handle these exceptions in the tool. See umbrella issue for more details.

I plan on cherry-picking this change to the stable channel.

Reland "Launch DDS from Dart SDK and prepare to serve DevTools from DDS (#146593)" (#152386)
This reverts commit 7cdc23b3e1.

The failure in the `native_assets_test` integration test on Windows was caused by the DevTools process not being shutdown by the `ColdRunner` when running the profile mode portion of the test. This resulted in the test being unable to clean up the project created by the test as DevTools was still holding onto a handle within the directory. This PR adds back the mistakenly removed DevTools shutdown logic in the `ColdRunner`.

This change reverts the following previous change:
This change is a major step towards moving away from shipping DDS via Pub.

The first component of this PR is the move away from importing package:dds to launch DDS. Instead, DDS is launched out of process using the `dart development-service` command shipped with the Dart SDK. This makes Flutter's handling of DDS consistent with the standalone Dart VM.

The second component of this PR is the initial work to prepare for the removal of instances of DevTools being served manually by the flutter_tool, instead relying on DDS to serve DevTools. This will be consistent with how the standalone Dart VM serves DevTools, tying the DevTools lifecycle to a live DDS instance. This will allow for the removal of much of the logic needed to properly manage the lifecycle of the DevTools server in a future PR. Also, by serving DevTools from DDS, users will no longer need to forward a secondary port in remote workflows as DevTools will be available on the DDS port.

There's two remaining circumstances that will prevent us from removing DevtoolsRunner completely:

 - The daemon's `devtools.serve` endpoint
 - `flutter drive`'s `--profile-memory` flag used for recording memory profiles

This PR also includes some refactoring around `DebuggingOptions` to reduce the number of debugging related arguments being passed as parameters adjacent to a `DebuggingOptions` instance.

Reland "Move native assets to isolated/ directory" (#143055)
Reland of https://github.com/flutter/flutter/pull/142709.

The revert of the revert is in the first commit, the fix in the commit on top.

The move of the fakes for packages/flutter_tools/test/general.shard/resident_runner_test.dart was erroneous before, as it was trying to use setters instead of a private field. This PR changes the private `_devFS` field in the fake to be a public `fakeDevFS` in line with other fakes.

## Original PR description

Native assets in other build systems are not built with `package:native_assets_builder` invoking `build.dart` scripts. Instead all packages have their own blaze rules. Therefore we'd like to not depend on `package:native_assets_builder` from flutter tools in g3 at all.

This PR aims to move the imports of `native_assets_builder` and `native_assets_cli` into the `isolated/` directory and into the files with a `main` function that are not used in with other build systems.

In order to be able to remove all imports in files used by other build systems, two new interfaces are added `HotRunnerNativeAssetsBuilder` and `TestCompilerNativeAssetsBuilder`. New parameters are then piped all the way through from the entry points:

* bin/fuchsia_tester.dart
* lib/executable.dart

The build_system/targets dir is already excluded in other build systems.

So, after this PR only the two above files and build_system/targets import from `isolated/native_assets/` and only `isolated/native_assets/` import `package:native_assets_cli` and `package:native_assets_builder`.

Add commandHasTerminal parameter + apple usage event + sendException events for package:unified_analytics (#138806)

This PR includes 3 major updates:
- Adding the `commandHasTerminal` parameter for `Event.flutterCommandResult`
  - In `packages/flutter_tools/lib/src/runner/flutter_command.dart`
- Adding the new event for `sendException` from package:usage to be `Event.exception` (this event can be used by all dash tools)
  - In `packages/flutter_tools/lib/runner.dart`
- Migrating the generic `UsageEvent` which was only used for Apple related workflows for iOS and macOS. I did an initial analysis in this [sheet](https://docs.google.com/spreadsheets/d/11KJLkHXFpECMX7tw-trNkYSr5MHDG15XNGv6TgLjfQs/edit?resourcekey=0-j4qdvsOEEg3wQW79YlY1-g#gid=0) to identify all the call sites

Treat missing --local-engine-host as fatal on CI-like systems. (#132707)
Partial work towards https://github.com/flutter/flutter/issues/132245.

The goal here is to "sniff" out any missing pieces that would block engine builds, rolls, benchmarks and so on before requiring humans to provide the parameter. The implementation is based on a [short discussion with @christopherfujino](https://discord.com/channels/608014603317936148/608022056616853515/1141503921546875110):

Fix flutter attach local engine (#131825)

Before this change, there were two places we overrode the `Artifacts` in a Zone:

1. if/when we parse local-engine CLI options: 1cf3907407/packages/flutter_tools/lib/src/runner/flutter_command_runner.dart (L281)
2. an additional override for fuchsia platform dill (no longer used, deleted in this PR): 1cf3907407/packages/flutter_tools/lib/src/commands/attach.dart (L274)

Note 1 above creates a new instance of `Artifacts.getLocalEngine()`. In this flow, there exist two instances of `Artifacts`:

1. The default fallback instance of `CachedArtifacts` (which gets all artifacts from flutter/bin/cache), instantiated in context_runner.dart: 1cf3907407/packages/flutter_tools/lib/src/context_runner.dart (L137)
2. An instance of `CachedLocalEngineArtifacts` created in the command runner once the CLI options have been parsed: 1cf3907407/packages/flutter_tools/lib/src/runner/flutter_command_runner.dart (L281)

The regression happened when we direct injected the Artifacts 1 from above BEFORE we parsed the local-engine flag, and then used this in the second zone override, and then when creating the `FlutterDevice` there are multiple calls to `globals.artifacts` returned it when it should have returned Artifacts 2: 1cf3907407/packages/flutter_tools/lib/src/resident_runner.dart (L80)

Device.artifactOverrides was originally introduced in https://github.com/flutter/flutter/pull/32071, but is no longer used, so I deleted it.

I also removed direct injection of `Artifacts` to the attach sub-command, because that class now no longer references artifacts.

I believe the ideal true fix for this would be to:

1. Migrate all leaf calls to `globals.artifacts` to use direct injection (in this case, the offending invocations were in [`FlutterDevice.create()`](1cf3907407/packages/flutter_tools/lib/src/resident_runner.dart (L80-L218)), but I'm not sure that something else would not have broken later)
2. Ensure we are always direct injecting the desired instance of `Artifacts`--that is, if the user desires local engine artifacts, that we are passing an instance of `CachedLocalEngineArtifacts`.
  a. Alternatively, and probably simpler, teach `CachedArtifacts` to know about the local engine. This would mean parsing the global CLI options BEFORE we ever construct any instance of `Artifacts`.
  
As an overall recommendation for implementing https://github.com/flutter/flutter/issues/47161, in the overall tree of tool function calls, we should probably migrate the leaves first (that is, migrate the sub-commands last). We should also audit and reconsider any usage of `runZoned()` or `context.run()` for the purpose overriding zoneValues.

[testing] Make the FLUTTER_STORAGE_BASE_URL warning non-fatal (#128335)
Presubmit testing and CI testing of Flutter using a custom storage location for engine artifacts must be able to use the --fatal-warnings flag without failing due to the custom artifact location.

This change adds an option that makes this warning non-fatal. The new --no-fatal-storage-url-warning flag makes the --fatal-warnings flag ignore the warning that a custom artifact download URL is being used by setting the environment variable FLUTTER_STORAGE_BASE_URL.

Workaround for Dart VM timeout (#127875)

See https://github.com/flutter/flutter/issues/120808#issuecomment-1551826299 Error Case 2 for more information.

Sometimes the `ios-deploy` process does not return the logs from the application. We've been unable to figure out why. This is a solution to workaround that by using `idevicesyslog` alongside `ios-deploy` as a backup in getting the log for the Dart VM url. As explained in https://github.com/flutter/flutter/issues/120808#issuecomment-1551826299, when error case 2 happens, the `idevicesyslog` does successfully find the Dart VM.

Also, in the comments of the code it mentions `syslog` is not written on iOS 13+, this was added in response to this issue: https://github.com/flutter/flutter/issues/41133.

However, `idevicesyslog` does in fact work (at least for iOS 16), we use it to collect device logs for our CI tests already: 1dc26f80f0/dev/devicelab/lib/framework/devices.dart (L998-L1006)
