Plugin.isDevDependency if exclusively in dev_dependencies (#157462)
Work towards https://github.com/flutter/flutter/issues/56591.

I explicitly want an LGTM from @andrewkolos @jmagman @jonahwilliams before merging.

After this PR, `<Plugin>.isDevDependency` is resolved based on the following logic, IFF:

- The plugin comes from a package _A_ listed in the app's package's `dev_dependencies: ...`
- The package _A_ is not a normal dependency of any transitive non-dev dependency of the app

See [`compute_dev_dependencies_test.dart`](51676093a3/packages/flutter_tools/test/general.shard/compute_dev_dependencies_test.dart) for probably the best specification of this behavior.

We (still) do not write the property to disk (i.e. it never makes it to `.flutter-plugins-dependencies`), so there is no impact to build artifacts at this time; that would come in a follow-up PR (and then follow-up follow-up PRs for the various build systems in both Gradle and Xcode to actually use that value to omit dependencies).

Some tests had to be updated; for the most part it was updating the default `ProcessManager` because a call to `dart pub deps --json` is now made in code that computes what plugins are available, but there should be no change in behavior.

[tool] Add dartFileName setting for platform plugins (#153099)
This PR introduces the `dartFileName` parameter for platform plugin configurations with Dart platform implementations. This new parameter allows plugin developers to specify a custom path to the file where the `dartPluginClass` is defined.

**Implementation is opt-in**. `dartFileName` is completely optional and is taken in account only with `dartClassName`. Possibility to set `dartClassName` without `dartFileName` remains. 

**Implementation is backward compatible** – existing configurations using only `dartClassName` remain fully supported. If `dartFileName` is omitted, the system falls back to the previous behavior of deriving the file name from the plugin name.

## Example

```yaml
flutter:
  plugin:
    platforms:
      some_platform:
        dartPluginClass: MyPlugin
        dartFileName: 'src/my_plugin_implementation.dart'
```

Reland "Move native assets to isolated/ directory" (#143055)
Reland of https://github.com/flutter/flutter/pull/142709.

The revert of the revert is in the first commit, the fix in the commit on top.

The move of the fakes for packages/flutter_tools/test/general.shard/resident_runner_test.dart was erroneous before, as it was trying to use setters instead of a private field. This PR changes the private `_devFS` field in the fake to be a public `fakeDevFS` in line with other fakes.

## Original PR description

Native assets in other build systems are not built with `package:native_assets_builder` invoking `build.dart` scripts. Instead all packages have their own blaze rules. Therefore we'd like to not depend on `package:native_assets_builder` from flutter tools in g3 at all.

This PR aims to move the imports of `native_assets_builder` and `native_assets_cli` into the `isolated/` directory and into the files with a `main` function that are not used in with other build systems.

In order to be able to remove all imports in files used by other build systems, two new interfaces are added `HotRunnerNativeAssetsBuilder` and `TestCompilerNativeAssetsBuilder`. New parameters are then piped all the way through from the entry points:

* bin/fuchsia_tester.dart
* lib/executable.dart

The build_system/targets dir is already excluded in other build systems.

So, after this PR only the two above files and build_system/targets import from `isolated/native_assets/` and only `isolated/native_assets/` import `package:native_assets_cli` and `package:native_assets_builder`.

It's now possible to natively compile a flutter app for windows-arm64. Cross-compilation is not yet implemented.

Uses arm64 artifacts now available for Dart/Flutter. Platform detection is based on Abi class, provided by Dart. Depending if Dart is an arm64 or x64 binary, the Abi is set accordingly. Initial bootstrap of dart artifacts (update_dart_sdk.ps1) is checking PROCESSOR_ARCHITECTURE environment variable, which is the way to detect host architecture on Windows.

This is available only for master channel (on other channels, it fallbacks to windows-x64).

On windows-x64, it produces an x64 app. On windows-arm64, it produces an arm64 app.

Reland: https://dart-review.googlesource.com/c/sdk/+/346960 has rolled into g3, so the imports should now resolve in g3 as well.

Rolls the packages from https://github.com/dart-lang/native in the native assets implementation.

Native assets support for Windows (#134203)
Support for FFI calls with `@Native external` functions through Native assets on Windows. This enables bundling native code without any build-system boilerplate code.

### Implementation details for Windows.

Mainly follows the design of https://github.com/flutter/flutter/pull/134031.

Specifically for Windows in this PR is the logic for finding the compiler `cl.exe` and environment variables that contain the paths to the Windows headers `vcvars.bat` based on `vswhere.exe`.

Improve doctor output on incomplete Visual Studio installation (#133390)
Flutter doctor warns if the user is updating Visual Studio or has paused
a Visual Studio update. The current output recommends reinstalling
Visual Studio. This is unnecessary as the user should be able to use the
Visual Studio Installer app to complete the installation:

[Windows] Add target architecture to build path (#131843)
To implement windows-arm64 support, it is needed to add architecture as a subdirectory (https://github.com/flutter/flutter/issues/129805).

In short, when performing a flutter windows build, we have:
- Before: build/windows/runner/Release/gallery.exe
- After: build/windows/x64/runner/Release/gallery.exe

This convention follows what flutter linux build does.

[Windows] Ensure window is shown (#127046)
## Background

The Windows runner has a race at startup:

1. **Platform thread**: creates a hidden window
2. **Platform thread**: launches the Flutter engine
3. **UI/Raster threads**: renders the first frame
4. **Platform thread**: Registers a callback to show the window once the next frame has been rendered.

Steps 3 and 4 happen in parallel and it is possible for step 3 to complete before step 4 starts. In this scenario, the next frame callback is never called and the window is never shown.

As a result the `windows_startup_test`'s test, which [verifies that the "show window" callback is called](1f09a8662d/dev/integration_tests/windows_startup_test/windows/runner/flutter_window.cpp (L60-L64)), can flake if the first frame is rendered before the show window callback has been registered.

## Solution

This change makes the runner schedule a frame after it registers the next frame callback. If step 3 hasn't completed yet, this no-ops as a frame is already scheduled. If step 3 has already completed, a new frame will be rendered, which will call the next frame callback and show the window.

* Reland: [macos] add flavor options to tool commands

Adds --flavor option to flutter run and flutter build. Running against
preexisting devicelab flavor tests for feature parity between macOS,
iOS, and Android.

This relands #118421 by alex-wallen which was reverted in #118858 due to
the following test failures:

The bail-out with "Host and target are the same. Nothing to install."
added in `packages/flutter_tools/lib/src/commands/install.dart`
triggered failures in the following tests, which unconditionally attempt
to install the built app, which is unsupported on desktop since the
host and target are the same:

Fixes #64088

* Partial revert: eliminate install check on desktop

The original flavour support patch included a check that triggered a
failure when flutter install is run on desktop OSes. This was
intentional, since the host and target devices are the same and
installation is unnecessary to launch the app on currently-supported
desktop OSes.

Note that Windows UWP apps *do* require installation to run, and we used
to have an install command for those apps, though UWP is no longer
supported.

Since that part of the change was orthogonal to flavour support itself,
I'm reverting that component of the change and we can deal with it
separately if so desired.

Ignore invalid description property in vswhere.exe JSON output (#106836)
The `flutter doctor` command uses `vswhere.exe` to verify the Visual Studio installation. This `vswhere.exe` is known to encode its output incorrectly. This is problematic as the `description` property is localized, and in certain languages this results in invalid JSON due to the incorrect encoding.

This change introduces a fallback to our `vswhere.exe` output parsing logic: if parsing JSON fails, remove the `description` property and retry parsing the JSON.

Ignore replacement characters from vswhere.exe output (#104284)
Flutter uses `vswhere.exe` to find Visual Studio installations and determine if they satisfy Flutter's requirements. However, `vswhere.exe`'s JSON output is known to contain bad UTF-8. This change ignores bad UTF-8 as long as they affect JSON properties that are either unused, or, used only for display purposes by Flutter.

Refactor vswhere.exe integration (#104133)
`VisualStudio` calls `vswhere.exe` to find Visual Studio installations and determine if they satisfy Flutter's requirements. Previously, `VisualStudio` stored the JSON output from `vswhere.exe` as `Map`s, resulting in duplicated logic to read the JSON output (once to validate values, second to expose values). Also, `VisualStudio` stored two copies of the JSON output (the latest valid installation as well as the latest VS installation).

This change simplifies `VisualStudio` by introducing a new `VswhereDetails`. This type contains the logic to read `vswhere.exe`'s JSON output, and, understand whether an installation is usable by Flutter. In the future, this `VswhereDetails` type will be used to make Flutter doctor resilient to bad UTF-8 output from `vswhere.exe`.

Allow platform variants for Windows plugins (#82816)
Windows plugins are designed to share implementations between Win32 and
UWP, but not all plugins will support both. This adds a new
'supportedVariants' key to Windows plugins that allows specifying
'win32' and/or 'uwp' (and potentially others in the future in case that
becomes necessary).

Plugins without any supported variants will be assumed to be Win32 for
backward compatibility.

This will allow compiling Windows projects that use Win32-only Windows
plugins (which is currently all of them) in UWP mode. The plugins will
of course throw missing implementation exceptions at runtime, but tehy
won't prevent being able to build as they currently do.

[tool] Prefer installing multi-arch Win32 binaries (#82668)
Depending on the user's build configuration, we may output
multi-architecture or single-architecture binaries. Prefer to install
the multi-architecture binary if built, otherwise fall back to the
single-architecture binary.

[tool] Improve Windows install process (#82659)
This eliminates the use of the Install.ps1 script during Windows app
installation and instead uses uwptool install. Install.ps1 was the
slowest part of app install, and had resource contention issues that
frequently caused it to fail.

Support uninstall, install status query for UWP (#82481)
Adds UwpTool.install and UwpTool.uninstall methods. Refactors the
PowerShell-based install code to move the powershell-related bits out of
the Device class and into UwpTool so that when we swap out the
PowerShell-based install for the uwptool-based install, it's transparent
to the WindowsUWPDevice class.

Adds implementations for:
* WindowsUWPDevice.isAppInstalled
* WindowsUWPDevice.uninstallApp

Refactors:
* WindowsUWPDevice.installApp

[flutter_tools] support flutter run -d winuwp (#82373)
Allow flutter run to work end-to-end with a UWP device.

Uses win32/ffi for the actual launch of the application, injected via
the native API class. This is structured to avoid a g3 dependency.

Install and amuid require powershell scripts for now.

Actually connecting to the observatory requires running a command in an
elevated prompt. Instructions are presented to the user if a terminal is
attached.

This is a rebased version of https://github.com/flutter/flutter/pull/79684
by @jonahwilliams, updated to remove `NativeApi` and replace is with calls
to `uwptool`.
