The train command does nothing and was originally added to provide a no-output default for generating app-jit snapshots. The inject-plugins command is only for a repo-only analysis check, which is not necessary since we regenerate during pub get.

Re-arrange the implementation of the devtools launcher so that google3 is not required to depend on any devtools packages. Also renames the build_runner folders to isolated to better clarify their intention.
We have too many loggers, and the logger construction rules are too complicated to be untested. Capture these in a LoggerFactory and test that construction is correct.
update flutter precache --force to delete all stamp files. In the event that a user is hitting a cache issue, this should be easier than re-downloading all artifacts or manually blowing away the cache.

Refactors KernelCompiler and ResidentCompiler to no longer use globals (except as a fallback for g3 migration). Improves the compilation error when running flutter test on a package without a flutter_test dependency.
Updates machine mode to output trace text to stderr
The tool was setting the output preferences in a sub-context. Originally these were not injected before the arg parsers were created, though that was fixed by the lazy command creation. Once local engine is removed, the inner flutter_command Zone can be removed.
flutter analyze was unconditionally using the cached dart-sdk for analysis, and was not running with the built SDK during local engine. This broke when trying to update the analyzer for null safety, since it required us to wait for the dart change to roll into the framework first.

Make it possible for all FlutterCommands to be global free, by moving instantiation to inside the Zone context. Additionally, provide VerboseLogger and NotifyLogger (daemon) at the top level and remove from command-specific overrides.
This allows removing a work around where web devices needed to look up directly from the context in non-test code.
Technically the output preferences are still zone injected, but these will be moved soon as they were not being used correctly by the top level command (the injection comes after ArgParser reads the overflow values, causing numerous wrap issues)

We decided that redefining the default for templates was premature. We're going to go back to having "module" in experimental land again, and we'll try again when we have the feature set fully baked.
This keeps the writing of the .metadata files, and writing the template type to them, because that was a good improvement, and there are still a bunch of added tests that improve our coverage.
This renames the "module" template to the "application" template, and makes "application" the default. The existing "app" template is now deprecated.
flutter create also now recognizes the type of project in an existing directory, and is able to recreate it without having the template type explicitly specified (although you can still do that). It does this now by first looking in the .metadata file for the new project_type field, and if it doesn't find that, then it looks at the directory structure. Also, the .metadata file is now overwritten even on an existing directory so that 1) the project_type can be added to legacy projects, and 2) the version of Flutter that updated the project last is updated.
I also cleaned up a bunch of things in create_test.dart, added many more tests, and added an example test to the test/ directory in the generated output of the application template.

This uses @kevmoo's completion package to do command line completion for flutter, and a new command "bash-completion" (with alias "zsh-completion") that will output the necessary shell script setup code, and adds the hidden command "completion" that does the actual completion.
Because it adds a dependency, I also had to do flutter update-packages --force-upgrade.

Generate the "version" file from git tags.
Remove the old VERSION file and mentions of versions in pubspec.yaml files.
Replace the old update_versions.dart script with a new roll_dev.dart script.

Creates a new (hidden) flutter command 'ide-config' that will create and/or update
existing .iml files and some files under the .idea directory, as well as
removing existing *.iml files and the .idea directory.

error message and stack but not quit, or would fail hard but then just
hang.
Instead, specifically catch errors you expect. As an example of this,
there's one error we expect from the DartDependencySetBuilder, so we
catch that one, turn it into a dedicated exception class, then in the
caller catch that specific exception.

This adds support for a `--bug-report` flag, which is a recording
that:
- includes the arguments that were passed to the command runner
- is zipped up for easy attachment in Guthub issues

Flutter tools will now use Gradle from Android Studio, which is now found automatically.
flutter doctor will verify that Android Studio has been installed, and that the included Gradle is at least version 2.14.1.
It is still possible to manually configure the path to Android Studio (flutter config --android-studio-dir=XXX) or Gradle (flutter config --gradle-dir=XXX), but this should only be necessary if they're installed somewhere non-standard.
Only tested on Linux and macOS for now.

Artifacts are now located in a central place.
This will enable us to downlaod artifacts when we need them (instead of
downloading them all upfront).
This also makes replacing sky_snapshot with gen_snapshot easier.
