When I added localizations for shortcut keys, I added some that actually can't be shortcut keys, so I'm removing them again. These are mostly Japanese-specific keys that don't even appear on modern keyboards for the most part.
Also, added menuBarMenuLabel for an accessibility label for menu bar menus.
I modified the code for the localization generation scripts to add a --remove-undefined flag that will remove any localizations that don't appear in the canonical locale.
Updates the platform shims in dev/manual_tests so that Windows and Linux can be built. I had to update the Windows shims, because I was unable to build a Windows app there.
Also updates the analyze.dart script to report all license issues simultaneously instead of just dying after the first failure.
The only substantive code changes are in dev/bots/analyze.dart and dev/bots/test/analyze_test.dart
This change updates the platform runners in the benchmarks subdir.
I've attempted to replace the entire group with new code as if the project were recreated with flutter create so that they don't become a Frankenstein of minor changes to make it work again, but just plain old generated code that can be replaced and updated in place.
Added a check to the analyzer script to detect skipped tests that aren't commented.
The comment following the `skip` parameter should include either a link to a
github issue tracking the reenabling of the test, or a '[intended]' tag with
a brief description of why the test should never be enabled for the given
condition.
This fixes how the sample analyzer handles missing_identifier errors. It was looking at the wrong line, and missing an else clause, so it was silently allowing missing_identifier errors to pass.
In addition, this fixes the sample generation so that it uses the correct filename for the output files: it previously was looking for the first line that had a filename, which was meant to indicate a non-generated line. This change adds a new Line.generated constructor for generated lines, so that they can also have the correct filename associated with them.
The train command does nothing and was originally added to provide a no-output default for generating app-jit snapshots. The inject-plugins command is only for a repo-only analysis check, which is not necessary since we regenerate during pub get.

Check in linux and windows platform code now that they are stable, so that we could use in devicelab in the future. Removed the ICO from the windows example to avoid analysis check, and since it won't be important for benchmarking or UI tests
An upcoming Dart SDK change

changes the precise text of the exception generated by `utf8.decode`
if a non-UTF8 file is found. This is causing a breakage in the Dart
team's `flutter-analyze` bot (and will presumably cause a breakage in
the corresponding Flutter bot as soon as this change is rolled into
Flutter). To avoid this breakage, the bot shouldn't rely on the exact
exception text; it is sufficient to simply catch a FormatException.
Adds initial support for flutter create of apps and plugins. This is derived from the current FDE example app and sample plugin, adding template values where relevant.
Since the APIs/tooling/template aren't stable yet, the app template includes a version marker, which will be updated each time there's a breaking change. The build now checks that the template version matches the version known by that version of the tool, and gives a specific error message when there's a mismatch, which improves over the current breaking change experience of hitting whatever build failure the breaking change causes and having to figure out that the problem is that the runner is out of date. It also adds a warning to the create output about the fact that it won't be stable.
Plugins don't currently have a version marker since in practice this is not a significant problem for plugins yet the way it is for runners; we can add it later if that changes.

Move Flutter Gallery to dev/integration_tests/ as it is an older copy used only for testing. The current version of the Flutter Gallery now lives in https://github.com/flutter/gallery.
The stocks example app is outdated and deprecated, but we still use it for some benchmark tests. Moving it into the benchmarks directory to indicate its status.

* Add many more global analyses.
* Catch trailing spaces and trailing newlines in all text files.
Before we were only checking newly added files, but that means we
missed some.
* Port the trailing spaces logic to work on Windows too.
* Correct all the files with trailing spaces and newlines.
* Refactor some of the dev/bots logic into a utils.dart library.
Notably, the "exit" and "print" shims for testing are now usable
from test.dart, analyze.dart, and run_command.dart.
* Add an "exitWithError" function that prints the red lines and
then exits. This is the preferred way to exit from test.dart,
analyze.dart, and run_command.dart.
* More consistency in the output of analyze.dart.
* Refactor analyze.dart to use the _allFiles file enumerating logic
more widely.
* Add some double-checking logic to the _allFiles logic to catch
cases where changes to that logic end up catching fewer files
than expected (helps prevent future false positives).
* Add a check to prevent new binary files from being added to
the repository. Grandfather in the binaries that we've already
added.
* Update all the dependencies (needed because we now import crypto in
dev/bots/analyze.dart).
* Relicense Shrine demo to match rest of repository
The Shrine demo was Apache-licensed. The code was mostly

Some were already marked "The Flutter Authors", not clear why. Their

Also, make sure templates don't have copyrights.

In another change (#37646), I want to test that a test fails and
prints expected output. I didn't see an existing way to do that, so
I modified `_runFlutterTest` and `runCommand` to allow capturing the
output. Currently capturing and printing output are mutually
exclusive since we don't need both.
Some awkward bits:
* There already exists a `runAndGetStdout` function that is very
similar to `runCommand`, and this change makes the conceptual
distinction more confusing.
* `runFlutterTest` has multiple code paths for different
configurations. I don't understand what the different paths are
for, and I added output checking only along one of them.
