This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Adds:
* `SelectionListener`, allows a user to listen to selection changes
under the subtree it wraps given their is an ancestor `SelectionArea` or
`SelectableRegion`. These selection changes can be listened to through
the `SelectionListenerNotifier` that is provided to a
`SelectionListener`.
* `SelectionListenerNotifier`, used with `SelectionListener`, allows a
user listen to selection changes for the subtree of the
`SelectionListener` it was provided to. Provides access to individual
selection values through the `SelectionDetails` object `selection`.
* `SelectableRegionSelectionStatusScope`, allows the user to listen to
when a parent `SelectableRegion` is changing or finalizing the
selection.
* `SelectedContentRange`, provides information about the selection range
under a `SelectionHandler` or `Selectable` through the `getSelection()`
method. This includes a start and end offset relative to the
`Selectable`s content.
* `SelectionHandler.contentLength`, to describe the length of the
content contained by a selectable.

## Description
This makes the `focusNode` for `SelectableRegion` optional so that:
- Users of the widget are no longer required to use `SelectableRegion`
from within a `StatefulWidget`
- They aren't likely to forget to dispose of a node they didn't supply.
- Simpler to use, and the node is not used very often anyhow.
Also made the `SelectableRegion` sample actually use `SelectableRegion`.
## Tests
- Modified all the `SelectableRegion` tests to remove 3 identical lines
of boilerplate from each (except 2, which actually used their focus
nodes).
This change adds support for triple click to select a paragraph at the clicked position and triple click + drag to extend the selection paragraph-by-paragraph when using the SelectionArea widget.
This PR also:
* Makes `Text` widgets a `SelectionContainer` if a parent `SelectionRegistrar` exists.
* Fixes issues with selectable ordering involving `WidgetSpan`s.

This change fixes issues with screen order comparison logic when rects are encompassed within each other. This was causing issues when trying to select text that includes inline `WidgetSpan`s inside of a `SelectionArea`.
* Adds `boundingBoxes` to `Selectable` for a more precise hit testing region.

Fixes updating selection edge by word boundary when widget spans are involved.
Fixes crash when sending select word selection event to an unselectable element.
This change updates `SelectableRegion`s right-click gesture to match native platform behavior.
Before: Right-click gesture selects word at position and opens context menu (All Platforms)
After:
- Linux, toggles context menu on/off, and collapses selection when click was not on an active selection (uncollapsed).
- Windows, Android, Fuchsia, shows context menu at right-clicked position (unless the click is at an active selection).
- macOS, toggles the context menu if right click was at the same position as the previous / or selects word at position and opens context menu.
- iOS, selects word at position and opens context menu.
This change also prevents the `copy` menu button from being shown when there is a collapsed selection (nothing to copy).
