Native assets support for Linux (#134031)
Support for FFI calls with `@Native external` functions through Native assets on Linux. This enables bundling native code without any build-system boilerplate code.

### Implementation details for Linux.

Mainly follows the design of https://github.com/flutter/flutter/pull/130494.

Some differences are:

* Linux does not support cross compiling or compiling for multiple architectures, so this has not been implemented.
* Linux has no add2app.

The assets copying is done in the install-phase of the CMake build of a flutter app.
CMake requires the native assets folder to exist, so we create it also when the feature is disabled or there are no assets.

### Tests

This PR adds new tests to cover the various use cases.

* packages/flutter_tools/test/general.shard/linux/native_assets_test.dart
  * Unit tests the Linux-specific part of building native assets.

It also extends various existing tests:

* packages/flutter_tools/test/integration.shard/native_assets_test.dart
  * Runs (incl hot reload/hot restart), builds, builds frameworks for Linux and flutter-tester.

Platform binaries reland (#115502)
You can now specify a --local-web-sdk flag to point to a wasm_release folder. This will make it so that only artifacts that pertain to the web sdk are overridden to point to the wasm_release folder. Other artifacts (such as impellerc) will pull from the cache, or from the --local-engine path if that is specified.

This also uses precompiled platform kernel files for both ddc and dart2js

[Windows] Flow version information to the build output (#106145)
Previously developers had to edit their `Runner.rc` file to update their executable's version information. Now, version information will automatically be set from `flutter build`'s arguments or the `pubspec.yaml` file for new projects.

Update Flutter desktop doc URL in error message (#96559)
When desktop support is not present in an existing project, certain
flutter tool commands raise an error that direct the user to
documentation on how to add desktop support to an existing Flutter
project. In a recent revamp of the webside, the URL was very slightly
changed (flutter.dev -> docs.flutter.dev).

This updates the error message to output the new URL.

[flutter_tools] reland: fold process resolution logic into the flutter tool (#67957)
Reland of #67669

The flutter tool has a number of crashes on stable where an ArgumentError is thrown due to the process manager not being able to resolve an executable.

So that we can adjust/modify this logic, fold it into flutter and add some additional logging.
caches the resolved executable per target directory, to avoid repeated look ups.
Instead of throwing an argument error, attempts to run the executable as given if an exact path can't be found
Accept files or symlinks for the executable path.
user where/which to resolve path instead of package:process logic.

Consider the Windows app template stable (#66022)
Removes the template version from the Windows template; the API and
tooling boundary will now be considered stable, so there will no longer
be frequent breaking changes.

Also updates the link for adding desktop support to a project for all
three platforms to reflect the current location.

[flutter_tools] support code size tooling on iOS, linux, windows, macOS, and Android on Windows (#63610)
Adds support for size analysis on iOS, macOS, linux, and Windows - using an uncompressed directory based approach. The output format is not currently specified.

Adds support for size analysis on android on windows, switching to package:archive

Updates the console format to display as a tree, allowing longer paths. Increases the number of dart libraries shown (to avoid only ever printing the flutter/dart:ui libraries, which dominate the size)

Consider the Linux template stable (#60163)
Remove the version checking and associated warnings. The Linux template
and build process will now be subject to more typical Flutter breaking
change policy, and should no longer require regularly deleting and
recreating the platform directory.

Fix CMake invocation for 3.10 compat (#57415)
The -S/-B format of specifying source and build directories wasn't added
until 3.13. For 3.10 compatibility, use the older form of having the
working directory as the build directory, and the last argument as the
source directory.

Switch to CMake for Linux desktop (#57238)
Updates the Linux templates to use CMake+ninja, rather than Make, and updates the tooling to generate CMake support files rather than Make support files, and to drive the build using cmake and ninja.

Also updates doctor to check for cmake and ninja in place of make.

Note: While we could use CMake+Make rather than CMake+ninja, in testing ninja handled the tool_backend.sh call much better, calling it only once rather than once per dependent target. While it does add another dependency that people are less likely to already have, it's widely available in package managers, as well as being available as a direct download. Longer term, we could potentially switch from ninja to Make if it's an issue.

- Update the Linux build to support most of the build configuration, though like windows most only make sense for profile/release.
- Ensure VERBOSE_SCRIPT_LOGGING is set when the logger is verbose
- Automatically run pub get like other build commands

Add pre-stable support for create on Linux (#51832)
Adds initial support for `flutter create` of apps and plugins. This is derived from the current FDE example app and sample plugin, with a few changes:
- Added template values where it makes sense.
- Moved some likely-to-change values into separate files for now, to simplify the delete/recreate cycle that will be necessary until it's stable.
- Added some minor Makefile flag handling improvements

Since the APIs/tooling/template aren't stable yet, the app template includes a version marker, which will be updated each time there's a breaking change. The build now checks that the template version matches the version known by that version of the tool, and gives a specific error message when there's a mismatch, which improves over the current breaking change experience of hitting whatever build failure the breaking change causes and having to figure out that the problem is that the runner is out of date. It also adds a warning to the `create` output about the fact that it won't be stable.

Create plugin symlinks for Windows and Linux (#50599)
This makes ephemeral symlinks to each plugin, for use by build systems.
This is similar to the logic implemented in the Podfile on iOS and
macOS, but managed internally to the Flutter tool.

Exploration for addressing #32719 and #32720
