Don't require a specific Windows 10 SDK ( #58713 )

Current versions of the Windows desktop build files don't require a specific Windows 10 SDK version, but doctor still checks for one since vswhere doesn't allow for flexible queries. This has been a common source of issues for people setting up on Windows for the first time, because the current VS installer by default only includes a newer version of the SDK than what doctor is looking for.
This removes the vswhere SDK check, and instead uses a manual check for SDKs. Since this uses undocumented (although fairly widely used, so relatively unlikely to change) registry information, the check is non-fatal, so that builds can progress even if the SDK isn't found by doctor; in practice, it's very unlikely that someone would install the C++ Windows development workload but remove the selected-by-default SDK from the install.
Now that all requirements are default, the instructions when missing VS have been simplified so that they no longer list individual components, and instead just say to include default items.

Updates the Linux templates to use CMake+ninja, rather than Make, and updates the tooling to generate CMake support files rather than Make support files, and to drive the build using cmake and ninja.
Also updates doctor to check for cmake and ninja in place of make.
Note: While we could use CMake+Make rather than CMake+ninja, in testing ninja handled the tool_backend.sh call much better, calling it only once rather than once per dependent target. While it does add another dependency that people are less likely to already have, it's widely available in package managers, as well as being available as a direct download. Longer term, we could potentially switch from ninja to Make if it's an issue.

Prepare Flutter for SDK changes to runZoned. ( #52953 )

The `runZoned` method deprecates the `onError` parameter.
Invocations using that parameter must use `runZonedGuarded` instead.
This prepares Flutter for the deprecation. The same places need to be migrated to using
`runZonedGuarded` when the SDK change has been ported to Flutter.
Then the deprecated member will be removed in a follow-up CL when the most important
packages have been migrated.

Before we were only checking newly added files, but that means we
missed some.
* Port the trailing spaces logic to work on Windows too.
* Correct all the files with trailing spaces and newlines.
* Refactor some of the dev/bots logic into a utils.dart library.
Notably, the "exit" and "print" shims for testing are now usable
from test.dart, analyze.dart, and run_command.dart.
* Add an "exitWithError" function that prints the red lines and
then exits. This is the preferred way to exit from test.dart,
analyze.dart, and run_command.dart.
* More consistency in the output of analyze.dart.
* Refactor analyze.dart to use the _allFiles file enumerating logic
more widely.
* Add some double-checking logic to the _allFiles logic to catch
cases where changes to that logic end up catching fewer files
than expected (helps prevent future false positives).
* Add a check to prevent new binary files from being added to
the repository. Grandfather in the binaries that we've already
added.
* Update all the dependencies (needed because we now import crypto in
dev/bots/analyze.dart).

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.
* Update the copyright notice checker to require a standard notice on all files
* Update copyrights on Dart files. (This was a mechanical commit.)
* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.
Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).
* Clean up the copyrights in non-Dart files. (Manual edits.)
Also, make sure templates don't have copyrights.
* Fix some more ORGANIZATIONNAMEs

Deprecation cleanup in flutter_tools ( #44469 )

One deprecated member was no longer used; removed it.
The other probably shouldn't be deprecated, because it's not the
parser that's deprecated so much as the format it's parsing. The code
itself will live on until we decide to stop supporting the format,
it's not like people calling the member should use something else.

Check for a binary callback first since a function with an optional
second argument will match both typedefs.
Remove documentation around a synchronous error following some other
error or value - a synchronous error can never follow a value or an
asynchronous error. If there is a synchronous error it will _always_ be
the first thing to happen.
Add a test for a unary error handler and an error handler with an
optional stack trace argument.

Plist files, but it was never supported by Apple, and it
appears that in an upcoming OS release, it will be less likely
to work:

## Description
Instead of detaching from the spawned App process on the device immediately, keep the LLDB client connection open (in autopilot mode) until the App quits or the server connection is lost.
This replicates the behavior of Xcode, which also keeps a debugger attached to the App after launching it.
## Tests
This change will be covered by all running benchmarks (which are launched via "flutter run"/"flutter drive"), and probably be covered by all tests as well.
I also tested the workflow locally -- including cases where the App or Flutter CLI is terminated first.
## Breaking Change
I don't believe this should introduce any breaking changes. The LLDB client automatically exits when the app dies or the device is disconnected, so there shouldn't even be any user-visible changes to the behavior of the tool (besides the output of "-v").

Strip debug symbols from ELF library snapshots ( #34250 )

AOT compiled code is now packaged as an ELF library for Android targets.
By default gen_snapshot's output contains debug symbols. The symbols could
be stripped as a separate step, but that requires NDK tools that the user
may not have available.
This change passes a gen_snapshot flag that omits the symbols, and it filters
out a warning printed when that flag is used.

Implement macOS support in flutter doctor ( #33277 )

Splits Xcode validation out of the iOS validator and into a stand-alone
validator, and groups the CocoaPods validator with that top-level
validator instead of the iOS validator. iOS now validates only the
iOS-specific tools (e.g., ideviceinstaller).
Reorganizes many of the associated clases so that those that are used by
both macOS and iOS live in macos/ rather than ios/. Moves some
validators to their own files as part of the restructuring.
This is the macOS portion of #31368

Report CompileTime metric in flutter build aot --report-timings. ( #31895 )

This is the correct metric to report for compilation time benchmarks rather
than RunTime. Rename the 'gen_snapshot' value to merely 'snapshot' for
backwards compatibility and overall simplicity.
This change simplifies Dart's benchmarking of Flutter by making it easier to
adopt --report-timings (made for Dart to use), which makes the benchmarks
much more robust.

Actually, `lib32-gcc-libs` from core just work.
