Switch to CMake for Linux desktop (#57238)
Updates the Linux templates to use CMake+ninja, rather than Make, and updates the tooling to generate CMake support files rather than Make support files, and to drive the build using cmake and ninja.

Also updates doctor to check for cmake and ninja in place of make.

Note: While we could use CMake+Make rather than CMake+ninja, in testing ninja handled the tool_backend.sh call much better, calling it only once rather than once per dependent target. While it does add another dependency that people are less likely to already have, it's widely available in package managers, as well as being available as a direct download. Longer term, we could potentially switch from ninja to Make if it's an issue.

Add pre-stable support for create on Windows (#51895)
Adds initial support for flutter create of apps and plugins. This is derived from the current FDE example app and sample plugin, adding template values where relevant.

Since the APIs/tooling/template aren't stable yet, the app template includes a version marker, which will be updated each time there's a breaking change. The build now checks that the template version matches the version known by that version of the tool, and gives a specific error message when there's a mismatch, which improves over the current breaking change experience of hitting whatever build failure the breaking change causes and having to figure out that the problem is that the runner is out of date. It also adds a warning to the create output about the fact that it won't be stable.

Plugins don't currently have a version marker since in practice this is not a significant problem for plugins yet the way it is for runners; we can add it later if that changes.

Generate a makefile for Linux plugins (#51520)
When generating the plugin registrant for Linux, also generate a
makefile that can be included in the app-level Makefile to manage all of
the plugin targets and flags, exporting them in a few known variables
for use in the outer makefile.

Generate a Property Sheet for Windows plugins (#50740)
Generates a Property Sheet for Windows builds containing link and include path
information for any included plugins. This allows automating part of the process
of integrating plugins into the build that is currently manual.

To support this change, refactored msbuild_utils into a PropertySheet class so that
it can be used to make different property sheets.

Create plugin symlinks for Windows and Linux (#50599)
This makes ephemeral symlinks to each plugin, for use by build systems.
This is similar to the logic implemented in the Podfile on iOS and
macOS, but managed internally to the Flutter tool.

Exploration for addressing #32719 and #32720

License update (#45373)
* Update project.pbxproj files to say Flutter rather than Chromium

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.

* Update the copyright notice checker to require a standard notice on all files

* Update copyrights on Dart files. (This was a mechanical commit.)

* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.

Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).

* Clean up the copyrights in non-Dart files. (Manual edits.)

Also, make sure templates don't have copyrights.

* Fix some more ORGANIZATIONNAMEs

Add the beginnings of plugin support for Windows and Linux (#41015)
Adds very preliminary support for Windows and Linux plugins:
- Adds those platforms to the new plugin schema, initially supporting just a plugin class.
- Adds C++ plugin registrant generation for any Windows or Linux plugins found.

This doesn't have yet have any build tooling for either platform, so anyone using the generated registrant still needs to do manual build configuration. This reduces the manual work, however, and creates a starting point for future tooling work.

As with all Windows and Linux work at this time, this is not final, and subject to change without warning in the future (e.g., Windows could potentially switch to a C# interface, or
'linux' may change to 'gtk' or 'linux_gtk' in pubspec.yaml).

Add an ephemeral directory to Windows projects (#40194)
Moves files generated in windows/flutter/ as part of the build to an ephemeral/ subdirectory, matching the approach used on macOS (and in the future, Windows).

Adds that directory to the generated properties file to minimize hard-coding of paths in the project.

Change from using defaults to plutil for Plist parsing (#38662)
We were using the `defaults` command-line utility to parse
Plist files, but it was never supported by Apple, and it
appears that in an upcoming OS release, it will be less likely
to work:

> WARNING: The defaults command will be changed in an upcoming
> major release to only operate on preferences domains. General
> plist manipulation utilities will be folded into a different
> command-line program.

Flutter build aar (#36732)
`flutter build aar`

This new build command works just like `flutter build apk` or `flutter build appbundle`, but for plugin and module projects.

This PR also refactors how plugins are included in app or module projects. By building the plugins as AARs, the Android Gradle plugin is able to use Jetifier to translate support libraries into AndroidX libraries for all the plugin's native code. Thus, reducing the error rate when using AndroidX in apps.

This change also allows to build modules as AARs, so developers can take these artifacts and distribute them along with the native host app without the need of the Flutter tool. This is a requirement for add to app.

`flutter build aar` generates POM artifacts (XML files) which contain metadata about the native dependencies used by the plugin. This allows Gradle to resolve dependencies at the app level. The result of this new build command is a single build/outputs/repo, the local repository that contains all the generated AARs and POM files.

In a Flutter app project, this local repo is used by the Flutter Gradle plugin to resolve the plugin dependencies. In add to app case, the developer needs to configure the local repo and the dependency manually in `build.gradle`:

`flutter build aar`

This new build command works just like `flutter build apk` or `flutter build appbundle`, but for plugin and module projects.

Implement plugin tooling support for macOS (#33636)
Enables the CocoaPods-based plugin workflow for macOS. This allows a
macOS project to automatically fetch and add native plugin
implementations via CocoaPods for anything in pubspec.yaml, as is done
on iOS.

Restructure macOS project files (#33608)
Rather than macos/Flutter containing a mixture of files that should and
shouldn't be checked in, create clear locations for:
- Files that are "owned" by Flutter, but should be checked in
  (Flutter/). This will contain files like the top-level Flutter
  xcconfigs, generated plugin registrants, etc.
- Files that are generated by Flutter on the fly, and should not be
  checked in (Flutter/ephemeral/). This will contain Flutter SDK caches,
  the generated xcconfig, etc.

Also adds Flutter-owned Debug and Release xcconfig variants, in
preparation for PodSpec tooling.

Change the way macOS app names are located (#32706)
Instead of requiring a name_output.sh, expect a file called
.app_filename in the macos/Flutter directory containing just the name of
the application. The expectation is that the Xcode build will create
that file with a script.

This is not intended as a long-term solution, but it's a substantial
improvement over name_output.sh:
- name_output.sh required constructing the full build output path; this
  made sense when it was coupled with build.sh, but now that the
  decision for where build output goes lives in flutter_tool, that logic
  should as well.
- Changing the name of the application required also updating
  name_output.sh, which is error-prone. With .app_filename, it can be
  created using $PRODUCT_NAME, which means that the usual way of setting
  the application name will automatically update this flow as well.

Streamline Windows build process (#32783)
Allows Windows builds to use the same structure and script as Linux
builds now use, calling into tool_backend to manage copying resources to
the project directory and building the bundle.

Also switches from expecting name_update.bat to expecting flutter\exe_filename
to be written during the build, as with the recent changes to the macOS build, to
reduce the amount of boilerplate needed in a windows\ project directory.
