[flutter_tools] remove SkSL bundling and dump skp on compilation. (#162849)
SkSL precompilation was only ever beneficial for iOS. For other
platforms, we recommended against it as Skia generated shaders per
target architecture which could be invalid on other devices. It is no
longer possible to use Skia on iOS.

Delete all Skia shader bundling logic.

Auto-format Framework (#160545)
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Enable native compilation for windows-arm64 (#141930)
It's now possible to natively compile a flutter app for windows-arm64. Cross-compilation is not yet implemented.

Uses arm64 artifacts now available for Dart/Flutter. Platform detection is based on Abi class, provided by Dart. Depending if Dart is an arm64 or x64 binary, the Abi is set accordingly. Initial bootstrap of dart artifacts (update_dart_sdk.ps1) is checking PROCESSOR_ARCHITECTURE environment variable, which is the way to detect host architecture on Windows.

This is available only for master channel (on other channels, it fallbacks to windows-x64).

On windows-x64, it produces an x64 app. On windows-arm64, it produces an arm64 app.

Update flutter_tools/bin/*.(dart|sh) to provide, if set, --local-engine-host. (#132336)
Partial work towards https://github.com/flutter/flutter/issues/132245.

Other than updating error messages, and passing `$LOCAL_ENGINE_HOST`
downwards, this PR should not change the behavior of any existing
workflows or code (i.e. it's purely additive).

[flutter_tools] switch dart defines to base64 to avoid windows control characters (#75027)
= gets escaped into %3D which seems to be tripping up cmake on windows since % is a control character. Switch to base64 encoding, since this does not have % nor , in the output character set.

This change is not trivially cherry pickable, and isn't tested on windows aside from my local, manual tests due to the planned CI work not being complete yet.

[flutter_tools] support code size tooling on iOS, linux, windows, macOS, and Android on Windows (#63610)
Adds support for size analysis on iOS, macOS, linux, and Windows - using an uncompressed directory based approach. The output format is not currently specified.

Adds support for size analysis on android on windows, switching to package:archive

Updates the console format to display as a tree, allowing longer paths. Increases the number of dart libraries shown (to avoid only ever printing the flutter/dart:ui libraries, which dominate the size)

Add release and profile support for Windows (#57749)
Builds and bundles an 'app.so' containing AOT data, and downloads and packages the release/profile artifacts for those builds, rather than always using the debug artifacts.

License update (#45373)
* Update project.pbxproj files to say Flutter rather than Chromium

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.

* Update the copyright notice checker to require a standard notice on all files

* Update copyrights on Dart files. (This was a mechanical commit.)

* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.

Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).

* Clean up the copyrights in non-Dart files. (Manual edits.)

Also, make sure templates don't have copyrights.

* Fix some more ORGANIZATIONNAMEs

Convert build mode to lowercase in tool_backend (#40393)
On macOS and iOS, the build mode is converted to lowercase in the
Flutter-side script, allowing projects to pass configuration names
directly. This adds the same behavior to the tool_backend.dart script
currently used by Windows and Linux, so that Windows builds can do the
same (since the default configuration names used by VS, as in Xcode,
start with a capital letter).

Add an ephemeral directory to Windows projects (#40194)
Moves files generated in windows/flutter/ as part of the build to an ephemeral/ subdirectory, matching the approach used on macOS (and in the future, Windows).

Adds that directory to the generated properties file to minimize hard-coding of paths in the project.

Streamline Windows build process (#32783)
Allows Windows builds to use the same structure and script as Linux
builds now use, calling into tool_backend to manage copying resources to
the project directory and building the bundle.

Also switches from expecting name_update.bat to expecting flutter\exe_filename
to be written during the build, as with the recent changes to the macOS build, to
reduce the amount of boilerplate needed in a windows\ project directory.
