I've verified that `flutter build apk --flavor paid --debug` fails in `dev/integration_tests/flavors/` with the error in ci without (2), and succeeds with it.
I've also verified that the `dev/benchmarks/complex_layout` app builds successfully with Java 17.
That covers all the postsubmits that failed according [to the dashboard](https://flutter-dashboard.appspot.com/#/build).

This change reverts the following previous change:
Bump almost all tests to AGP 8.1 and Gradle 8.3
Flutter gallery is excluded, because it uses discontinued plugins that in turn use old Gradle versions, and that prevents upgrading. Will take some extra work to figure out what to do there.

Entire PR generated with the lockfile generation script, except for:
1. changes within `dev/integration_tests/gradle_deprecated_settings/android/`, which must be done manually (and exclusion of the gallery for reason mentioned above).
2. Changes to many `AndroidManifest.xml` files to remove the `package` attribute and instead set that same value in the `build.gradle`, in the `namespace` attribute of the `android` closure (corresponds to an AGP behavior change, see https://d.android.com/r/tools/upgrade-assistant/set-namespace).
3. Removes the use of the `battery` plugin in `android_embedding_v2_smoke_test` because the plugin is discontinued, unused, and blocks upgrading the AGP version for that app because the discontinued plugin itself uses a very old AGP version.

To update successfully:
1. Update gradle to a version supported by jdk 17
2. Uncommented the lockfile lines in android/build.gradle
3. Then ran the AGP update assistant from AndroidStudio -> tools
4. From android ran `./gradlew dependencies --write-locks`
5. From android/app ran `./gradlew dependencies --write-locks`
6. Re enabled the lockfiles section of android/build.gradle
7. Ensured `flutter build apk` passed

Also, the templates now have an empty organization so that we don't cause people to give their apps a Flutter copyright.
* Update the copyright notice checker to require a standard notice on all files

* Fix weird license headers on Dart files that deviate from our conventions; relicense Shrine.
Some were already marked "The Flutter Authors", not clear why. Their
dates have been normalized. Some were missing the blank line after the
license. Some were randomly different in trivial ways for no apparent
reason (e.g. missing the trailing period).
* Clean up the copyrights in non-Dart files. (Manual edits.)
Also, make sure templates don't have copyrights.
* Fix some more ORGANIZATIONNAMEs
The flake appears to be coming from the Google Maps plugin. This test
just needs a platform view plugin without the interface method
implemented in general, not Maps specifically. Update it here to avoid
the issue in Maps until that's fixed.
Create a very simple platform view implementation that exercises this
potential bug in order to create a minimal test case with less risk of
causing second order issues like depending on any kind of full package
would cause.
1. The platform code to show the keyboard wasn't working on certain
devices. From my testing it appears to be related to when the code was
firing. IMM won't show the soft input (or shows and then immediately
hides it, it's hard to tell) if it's called before the Flutter UI is
loaded. Change this to instead show the soft keyboard after a message
from Flutter that main() has been started.
2. A text field was visible in the UI, and the test was run under a
fuzzer that random tapped portions of the screen. Remove the text field
so that the fuzzer can't accidentally open the keyboard on its own at a
random time.
3. The keyboard was left open even after the app was closed. Also toggle
the input off when the app was closed, so that this test can be ran
multiple times in succession relatively hermetically.
