When performing a hot restart, collect isolates without an attached flutter view and send a kill signal. These must have been spawned by running main, so restarting without removing them leads to isolate duplication.
When performing a hot reload, ensure that we send a reloadSources command to every isolate and not just uiIsolates.
Previously the AdbLogReader did async setup in the StreamController.onListen callback, specifically it would query the api version and start the adb process. If the log subscription was cancelled before this setup completed, then the log output could (haven't confirmed) get added to a closed controller, causing the above state error.

## Description
Previously, such function is only available in the debug mode. But the
performance information is very noisy in debug mode with JIT. I feel
that such function is as important and useful as the performance overlay
and the `--trace-skia` option for the GPU thread. So we should give it
the same ability to run in both profile and debug mode.
I've tested it using flutter_gallery in the profile mode. There's no
observable difference in the performance overlay between toggling widget
build profiling.

Before this, we had several places where an isReleaseMode was defined, all with the same definition. This just makes it more broadly visible to allow our users to use it, as well as creating debug and profile versions, and adding a device lab test for it.
Since this is a const value, this makes it possible for a developer to easily mark blocks that can be removed at AOT compile time.

Ensure that cached dill files for builds with --track-widget-creation
always have .track. in the file name to avoid mixing transformed and

`FlutterDevice.views` is limited by a filter. Pipe this filter up as an

fuchsia_tester.dart still assumes Dart 1. Previously, it ran tests directly
from source, flutter_platform.dart automatically runs a kernel compile when

This adds an API for defining the semantic node traversal order.
It adds a sortOrder argument to the Semantics widget, which is a class that can define a list of sort keys to sort on. The keys are sorted globally so that an order that doesn't have to do with the current widget hierarchy may be defined.
It also adds a shortcut sortKey argument to the Semantics widget that simply sets the sortOrder to just contain that key.
The platform side (flutter/engine#4540) gets an additional member in the SemanticsData object that is an integer describing where in the overall order each semantics node belongs. There is an associated engine-side change that takes this integer and uses it to order widgets for the platform's accessibility services.

`flutter run --benchmark` was triggering a different quick bailout path in the VM than `flutter run`. The failure has been fixed upstream.

Bare bones widget inspector support.
Toggle the widget inspector from the flutter tool by pressing 'i'.
When the widget inspector is select mode:
Pointer down to to inspect a widget.
Pointer click to finalize selection of a widget. You can now interact
with the application as you normally would but with the inspected widget
highlighted.
Click the inspect icon in bottom left corner of screen to reactivate
select mode.

a new functionality of the Dart VM Service Protocol has been introduced.
Clients connected to the Service Protocol are now able to expose
services that other clients (e.g. Observatory) can invoke through the
Service Protocol itself.
With these changes Flutter Tools register them self as a `reloadSources`
(a.k.a. HotReload) capable client.
Observatory is already listening for the clients which expose this
functionality and uses by default the service based version of
`reloadSources` when available, so requesting a HotReload from
Observatory will trigger the full Flutter HotReload.
