Auto-format Framework (#160545) 
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.

**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Test of AppBarMediumApp and AppBarLargeApp (#153973)

This are tests of snippets used in [SliverAppBar.medium const constructor](https://api.flutter.dev/flutter/material/SliverAppBar/SliverAppBar.medium.html) and [SliverAppBar.large const constructor](https://api.flutter.dev/flutter/material/SliverAppBar/SliverAppBar.large.html) Flutter API reference documentation.

The only way I've found to distinguish the SliverAppBar.medium and SliverAppBar.large constructors from the regular SliverAppBar is to check if the title is styled according to the [Material Design 3](https://m3.material.io/components/top-app-bar/specs) specification.

Add a custom shape example for AppBar.shape (#146421) 
fixes [AppBar shape disappears on AppBar elevation change when scrolling](https://github.com/flutter/flutter/issues/145945)

### Description
This PR adds an example for complete custom app bar for the  `AppBar.shape` property.

Renamed appbar to app_bar directory in API Examples Tests (#139922) 
Tests for `app_bar.0`, `app_bar.1`, `app_bar.2`, `app_bar.3`, `sliver_app_bar.1` and `sliver_app_bar.4` were already present. But directory name was `appbar` rather than `app_bar`. I've renamed the directory to `app_bar` since example files uses that only.
