Revert "Disable selection of the Android ARM64 target platform based on the attached device" (#14650) 
This reverts commit cdb581807c.

Dart has been updated in the engine, and this workaround should no longer be necessary.

Flutter tools

Tools for building Flutter applications.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test -j1
