Make FlutterTestDriver.stop() safe to call if it didn't spawn a process (#24393) 
This means we can just always add it to test teardowns without having to add try/catches if there are any tests that don't spawn a process.

Flutter Tools

Tools for building Flutter applications.

Be sure to follow the instructions on CONTRIBUTING.md to setup.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
