This is essentially a reland of https://github.com/flutter/engine/pull/30264/, except that it only applies the opacity if the new alpha (alpha = 255*opacity, where opacity∈[0,1]) is different from the current alpha. Also adds a new opacity screenshot test. Need to figure out how to bring up a new screenshot test... does the screenshot get uploaded automatically? Do I need to manually upload somewhere?
