Greg Spencer bb3c660522 Implements focus handling and hover for Material buttons. (#31438 ) This implements focus and hover handling for Material buttons. It inserts Focus widgets into the tree in order to allow buttons to be focusable via keyboard traversal (a.k.a. Flutter Tools

Developer tools for building Flutter applications.

Be sure to follow the instructions on CONTRIBUTING.md to setup.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
