Don't link the core snapshot in the Android engine. (#17855) 
Allows one to use a different core snapshot without a custom engine build by just packaging a different one in the APK.

Flutter Tools

Tools for building Flutter applications.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test -j1
