This commit adds a script that is (primarily) used in Dockerfiles to install runtime Go dependencies' LICENSE/NOTICE files into the image and modifies the Dockerfiles to use the script. Signed-off-by: Mikko Ylinen <mikko.ylinen@intel.com>
