fix(doc) rewrite and overhaul sphinx configuration (#7106)

* refactor(docs): add requirements.txt

* refactor(ci): install sphinx from requirements.txt

* refactor(docs): rewrite sphinx' conf.py

* refactor(ci): remove unused build_docs function

* feat(ci): configure dependabot to update sphinx and theme

* feat(docs): show version in project name
