Adds support for Android 34 in the following ways:

Move dependency on leak_tracker from dependencies to dev_dependencies in flutter_test. (#137633)
Analyzer's dependency on autosnapshotting causes issues.

Because every version of integration_test from sdk depends on leak_tracker from hosted and autosnapshotting depends on leak_tracker from path, integration_test from sdk is forbidden.
So, because autosnapshotting depends on integration_test from sdk, version solving failed.

This PR also adds transitive dependency on  web_socket_channel, crypto, typed_data. `web_socket_channel` is needed to request retaining path for not GCed objects from VM Service. Two others are needed to serve web_socket_channel.

Change some usage of RawKeyEvent to KeyEvent in preparation for deprecation (#136420)
## Description

This converts some usages of `RawKeyEvent` to `KeyEvent` to prepare the repo for deprecation of `RawKeyEvent`, and swaps out the `raw_keyboard.dart` manual test for `hardware_keyboard.dart`.

[Windows] Add target architecture to build path (#131843)
To implement windows-arm64 support, it is needed to add architecture as a subdirectory (https://github.com/flutter/flutter/issues/129805).

In short, when performing a flutter windows build, we have:
- Before: build/windows/runner/Release/gallery.exe
- After: build/windows/x64/runner/Release/gallery.exe

This convention follows what flutter linux build does.

Add applyFocusChangeIfNeeded, have menus restore focus before activating (#130536)
## Description

This modifies the `MenuAnchor` `onPressed` activation to delay until after the current frame is built, and resolve any focus changes before it invokes the `onPressed`, so that actions that operate on the `primaryFocus` can have a chance of working on the focused item they were meant to work on.

Replaces textScaleFactor with TextScaler (#128522)
Deprecate `textScaleFactor` in favor of `textScaler`, in preparation for Android 14 [Non-linear font scaling to 200%](https://developer.android.com/about/versions/14/features#non-linear-font-scaling). The `TextScaler` class can be moved to `dart:ui` in the future, if we decide to use the Android platform API or AndroidX to get the scaling curve instead of hard coding the curve in the framework.

I haven't put the Flutter version in the deprecation message so the analyzer checks are failing. Will do so after I finish the migration guide.

**Why `TextScaler.textScaleFactor`**
The author of a `TextScaler` subclass should provide a fallback `textScaleFactor`. By making `TextScaler` also contain the `textScaleFactor` information it also makes it easier to migrate: if a widget overrides `MediaQueryData.textScaler` in the tree, for unmigrated widgets in the subtree it would also have to override `MediaQueryData.textScaleFactor`, and that makes it difficult to remove `MediaQueryData.textScaleFactor` in the future.

## A full list of affected APIs in this PR

Deprecated: The method/getter/setter/argument is annotated with a `@Deprecated()` annotation in this PR, and the caller should replace it with `textScaler` instead. Unless otherwise specified there will be a Flutter fix available to help with migration but it's still recommended to migrate case-by-case.
**Replaced**:  The method this `textScaleFactor` argument belongs to is rarely called directly by user code and is not overridden by any of the registered custom tests, so the argument is directly replaced by `TextScaler`.
**To Be Deprecated**:  The method/getter/setter/argument can't be deprecated in this PR because a registered customer test depends on it and a Flutter fix isn't available (or the test was run without applying flutter fixes first). This method/getter/setter/argument will be deprecated in a followup PR once the registered test is migrated.

[Windows] Ensure window is shown (#127046)
## Background

The Windows runner has a race at startup:

1. **Platform thread**: creates a hidden window
2. **Platform thread**: launches the Flutter engine
3. **UI/Raster threads**: renders the first frame
4. **Platform thread**: Registers a callback to show the window once the next frame has been rendered.

Steps 3 and 4 happen in parallel and it is possible for step 3 to complete before step 4 starts. In this scenario, the next frame callback is never called and the window is never shown.

As a result the `windows_startup_test`'s test, which [verifies that the "show window" callback is called](1f09a8662d/dev/integration_tests/windows_startup_test/windows/runner/flutter_window.cpp (L60-L64)), can flake if the first frame is rendered before the show window callback has been registered.

## Solution

This change makes the runner schedule a frame after it registers the next frame callback. If step 3 hasn't completed yet, this no-ops as a frame is already scheduled. If step 3 has already completed, a new frame will be rendered, which will call the next frame callback and show the window.

[Reland] Add migrator to upgrade gradle version when conflict with Android Studio bundled Java version is detected (#125836)
This is an attempt to reland https://github.com/flutter/flutter/pull/124085.

Differences from this attempt and the last: 
1. Adds a check for null android studio versions and a test for this case.
2. Wraps the migrate code in a try-catch [per the suggestion here](https://github.com/flutter/flutter/pull/125728/files#r1181747899).

Old PR description:
This PR adds an android project migrator that checks the version of android studio and the version of gradle for conflicts, and upgrades to 7.4 if a conflict is detected. For more detail about the particular conflict, see https://github.com/flutter/flutter/issues/122376.

The PR also upgrades older gradle versions being used in integration testing to 7.4.

Migrate Xcode projects last version checks to Xcode 14.3 (#125827)
1. Add iOS and macOS migration to mark "last upgraded" Xcode version to 14.3 to prevent `Update to recommended settings` warning.
2. Update iOS and macOS templates to same.
3. Update iOS template to set `BuildIndependentTargetsInParallel` to YES as suggested.  I didn't add a migration for this since it seems like a minor optimization and I don't think it's worth a potentially botched/corrupted migration.
4. Run all example/integration test project to see migrator work.
5. Add some missing test projects to the build shard since I noticed they were missing and I had to build those manually outside `SHARD=build_tests`.

Opt into CMake policy CMP0135 (#125502)

cmake version is >= 3.24.~

[macOS] Remigrate principal class to NSApplication (#124173)
In #122336 we migrated the principal class from NSApplication to
FlutterApplication in the app Info.plist. We removed the need for
FlutterApplication in https://github.com/flutter/engine/pull/40929. This
reverses the migration for anyone who previously upgraded on the Flutter
master branch.

Increase minimum supported macOS version from 10.13 to 10.14 (#114713)
Increases the minimum macOS deployment target from macOS 10.13 (High Sierra) to 10.14 (Mojave) in the macOS app templates.

Includes:
* Update migration for macOS 10.11 apps to upgrade to 10.14
* Adds migration for macOS 10.13 apps to upgrade to 10.14
* Apply migration to all examples, and integration tests

This does not increase version in the plugin templates since those will need to wait until the 10.14 framework rolls to stable channel, so new plugins can build with apps created with `flutter create` on stable channel.

Implement Material MenuBar and MenuAnchor (#112239)
This implements a MenuBar widget that can render a Material menu bar, and a MenuAnchor widget used to create a cascading menu in a region. The menus are drawn in the overlay, while the menu bar itself is in the regular widget tree. Keyboard traversal works between the two.

This implementation of the MenuBar uses MenuAnchor to create a cascading menu that contains widgets representing the menu items. These menu items can be any kind of widget, but are typically SubmenuButtons that host submenus, or MenuItemButtons that have shortcut hints (but don't actually activate the shortcuts) and don't host submenus.

Cascading menus can be created outside of a MenuBar by using a MenuAnchor. They can be either given a specific location to appear (a coordinate), or they can be located by the MenuAnchor region that wraps the control that opens them.

The developer may also create a MenuController to pass to the various menu primitives (MenuBar or MenuAnchor) to associate menus so that they can be traversed together and closed together. Creating a controller is not required.

Roll dependendencies

This rolls depdendencies to latest using
flutter update-packages --force-upgrade

This change includes three code changes:

* Removes charcode from the dependencies allowlist since it no longer
  appears in the transitive closure of dependencies of the flutter,
  flutter_test, flutter_driver, flutter_localizations, and
  integration_test packages.

* Uses Resolver.create instead of the deprecated Resolver constructor.
  The default Resolver constructor has been deprecated in favour of the
  static Resolver.create() factory function, which unfortunately happens
  to be async. Propagated the async-ness up the chain.
  This change was partially reverted and the deprecation ignored in this
  patch until package:coverage can be rolled internally at Google.

* Eliminates the use of the deprecated packagesPath parameter to
  HitMap.parseJson. This parameter was deprecated and replaced with
  packagePath in https://github.com/dart-lang/coverage/pull/370 which
  was part of the overall deprecation of the .packages file in Dart
  itself https://github.com/dart-lang/sdk/issues/48272. The overall goal
  being that end-user code shouldn't need to know about implementation
  details such as whether dependency information is stored in a
  .packages file or a package_info.json file, but rather use the
  package_config package to obtain the package metadata and perform
  other functions such as resolving its dependencies to filesystem
  paths. packagesPath was replaced by packagePath, which takes the path
  to the package directory itself. Internally, package:coverage then
  uses package_config to do the rest of the package/script URI
  resolution to filesystem paths.
  This change was partially reverted and the deprecation ignored in this
  patch until package:coverage can be rolled internally at Google.

This is a pre-update prior to updating flutter_template_images in
https://github.com/flutter/flutter/pull/103739

Check string size before Win32 MultiByte <-> WideChar conversions (#99729)
This patch adds an additional check to ensure the target length of a string is within the supported maximum string length prior to calling WideCharToMultiByte/MultiByteToWideChar in the Windows runner template.

This is to prevent resize() from failing if called with a count > std::string::max_size().

According to Win32 API docs (WideCharToMultiByte, MultiByteToWideChar) it's the caller responsibility to make sure the buffers are correctly allocated.

Update platform shims in dev/manual_tests (#94616)
Updates the platform shims in dev/manual_tests so that Windows and Linux can be built. I had to update the Windows shims, because I was unable to build a Windows app there.

Also updates the analyze.dart script to report all license issues simultaneously instead of just dying after the first failure.

The only substantive code changes are in dev/bots/analyze.dart and dev/bots/test/analyze_test.dart
