This change removes references to Observatory, including:
- Deprecated flags
- Deprecated embedder APIs
- Outdated documentation
- Documentation instances where "VM service" should have been used
- Incorrectly named tests / directories
As a part of this change, `--serve-observatory` is no longer a valid
flag.
Observatory is still available for now via the `_serveObservatory` RPC,
but will be removed in a follow up PR once we've prepared for breakages
in G3.

FYI @a-siva
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

Two of the tests, `test_test` and `break_on_framework_exceptions`, no longer appear to leak (without changes). Perhaps underlying infrastructure has changed, or some other bug in the tool itself was fixed in meantime.
`packages_test` required resetting `Cache.flutterRoot`.
Work towards https://github.com/flutter/flutter/issues/85160.
This PR implements the functionality described above and hides it behind
the `--experimental-faster-testing` flag of `flutter test`.

Even if pub does not change the packge_config contents, it will still update a timestamp in one of the fields. This causes unnecessary rebuilds. To fix this, generate an additional file when running pub get that only contains the relevant fields and then update the KernelSnapshot rule to depend on it only.
